Background
Currently, anytime a wearable is purchased on Open Sea or transferred between accounts the activation fee is 500 DG tokens.
Proposal
On a short-term basis change the activation fee from 500 dg to 2,500 ice and burn it until other forms of ice utility are rolled out.
Rationale
We need to add some pure ice token sinks to help stabilize the burn ratio of Ice. The rationale behind this number is that 2,500 ice is the equivalent of 500 dg.
