Background
Today, 0.5% of circulating supply is required to submit a proposal and 10% of circulating supply voting in favor to constitute a quorum.
Today, that’s roughly 1.9M xDG and 38M xDG, respectively. As circulating supply increases, these figures would increase.

100K xDG to submit a proposal and 10M xDG to reach a quorum.
Rationale
We’d like to welcome in more participation from the ecosystem via this formal channel. Today, 33 people have enough xDG to submit a proposal. With this change, 185 people would be able to. Today, reaching a quorum (10% of circulating supply) is quite challenging, as we saw in a recent proposal that had ~500 votes but only ~2.5% of circulating supply voting. Since we always have the check that proposal must receive a majority of votes, it’s relatively safe to reduce the quorum bar.
