[Decentraland DAO] Add The Ocean Meta POI

The Ocean Meta is a gallery showcasing ocean-related art in Decentraland. It has been used to host ocean themed gallery & educational learn 2 earn events, with many future events coming. Along with multiple collaborating events with Decentral Games, Snarky Sharkz, and other DCL projects.
The goal is to grow an ocean community in Decentraland through onboarding from our larger social media accounts (190,000 followers combined) as soon as Instagram rolls out the NFT features to all accounts (currently in testing phase just for select accounts)
