Biweekly Claim Period for Players

Background Recently, members of the community put forth and passed a 2k ICE minimum requirement to claim. There has been additional sentiment within the community to expand this to allow claiming every 2 weeks to place all participants on a level playing field.
Proposal Allow players to claim ICE after two weeks (14 days) of distributed rewards instead of having a 2k minimum requirement.
Rationale This will allow the DG Team to catch bad actors (colluders and chip dumpers) before they can claim and extract value from the ICE ecosystem.
