Suspend Crown Staking Rewards

Propose to suspend $CROWN staking rewards and instead send them to be burned periodically. This will lock in the current total supply and not cause any more inflation.
The Bancor rewards will continue until September as per their original agreement. After which a liquidity pool can be setup on Uniswap or the like.
