GGP-0047 Deploying GRT Token to Base

Proposal: The aim for this token deployment is to enable GRT to have multi-chain deposit and withdraw functionality on Coinbase. Currently the only way you can withdraw GRT purchased on Coinbase is via Ethereum; deploying to Base opens a new network for people to withdraw GRT and might open up other options in the future. Deploying the GRT token onto Base via the official bridge is a permissionless process that anyone can do, at any time.
A deployment of GRT to Base has already been done via the official bridge. Following a successful “yes” vote, the Council will recognize this token as the canonical GRT on Base: https://basescan.org/address/0x0F4d237B09Cb37d207BA60353Dc254d4530D4dF1
