This proposal aims to streamline the chain integration process by delegating the Defender portion of the council’s voting responsibilities to the Smart Contracts Team. If approved, this change will eliminate the current duplication of voting in two places by the council, making the process faster and more efficient. Once snapshot votes are obtained from the council and enough votes to make a decision are received, the smart contracts team will mirror that decision in defender.

Key Details: • Once a Snapshot vote is concluded and a sufficient number of council votes are obtained to make a decision, the Smart Contracts Team will mirror that decision in Defender. • This delegation will not change the council’s authority—it simply allows the Smart Contracts Team to handle the Defender portion of the process, aligning it with the council’s decision in Snapshot. Benefits: • Faster Execution: This change reduces delays in the chain integration process by removing redundant steps. • Reduced Overhead: The council will no longer need to vote twice on the same issue • Increased Efficiency: Aligning Snapshot and Defender processes ensures consistency and prevents potential misalignment between the two.

Next Steps (If Approved): 1. The Smart Contracts Team will leverage an existing 2/N multisig fully owned by the team. 2. The team will prepare a new ChangePermissionsMessage transaction. 3. The council will sign the transaction to finalize the delegation.
