Add POAP plugin for snapshot voting.

Resolution: Use POAP Snapshot Plugin to reward voters with POAP badges.
This proposal is to entice all Bull holders to register and then vote in snapshot with rewards of POAP badges. Others who have already setup the plugin function are willing to explain the setup process.
The objective is to increase voter participation rate among Bull Holders. This will strengthen and help grow the community.
Risks:
- Bull holders will vote without careful consideration as they just want to get the POAP badge.
- Lack of interest in POAPs by the community, though from the Toro Tuesday POAP it has shown to be of interest.
- It is an added step to proposals. Suggest that this will be an option and NOT required to submit proposals.
