Increase voting delay to 3 days

tl:dr increase the voting delay from 1 day to 3 days allowing for additional time for discussion prior to the onchain vote.
This additional time will be helpful for groups and multisigs who are coordinating votes internally prior to the onchain vote going live such as Builder Guild and DAOs that currently hold BuilderDAO tokens (e.g. Purple and The Park). This will also allow for additional time overall for discussion prior to voting.
This would now be a 3 day vote delay with a 4 day voting period for a total of 7 days. If a proposal succeeds, there is an additional 48 hour queue period before the execution of the prop that transfers funds (9 day minimum funding process)
