Change HVNDBOOK mint date

HVNDBOOK was supposed to drop 14 days ago. Unfortunately, due to the massive spike in gas cost (eth is up in value, $pepe token pump, etc), it was very expensive to drop the NFT and the mint window it was assigned had been closed. I spent an exorbitant amount to at least execute the prop so that we can at least try to access options from the collection standpoint. Unfortunately, we have to submit another prop just to make the HVNDBOOK available for minting.
