How many % of the Vortex Aqua tokens should be kept in orbit 1 (treasury) for Aqua KPI Options and other marketing purposes?

As per governance votes, 41% of the total Aqua supply will be kept in the Vortex and the remaining 59% will be distributed to eligible participants.
This will be a WEIGHTED vote which means every vote counts. So for example if the weighted vote average happens to be exactly 10% then:
- 59% distributed to participants
- 4.1% to marketing and KPIs
- 36.9% to vortex
