[WIP #10] Proposal to burn wMEMO/MEMO/TIME Tokens held by Treasury

Scope: Propose a procedure to burn as many wMEMO (and by extension MEMO and TIme) held by the Treasury.

Objective: The goal of this vote is to decide if the community wants to implement the following WIP plan to burn wMEMO/MEMO/TIme tokens held by the treasury in the manner so described in the WIP. A positive vote will be an instruction to the treasury manager to work with the software dev team to effect (to the extent possible) the burn of such tokens.
