[BIP-857] Authorize Mimic Smart Vault on Optimism for Balancer V3

Motivation
Beets and Balancer have worked together with Mimic to streamline and automate protocol fee processing on all Balancer deployments. With the deployment of Balancer v3 on Optimism, we propose to also integrate Mimic’s fee processing for V3 fees. For this, Mimic’s smart vault will be given permission to withdraw protocol fees from the protocol fee controller to their smart vault for processing.
Mimic’s Smartvault has been authorized to process fees for V2 on Optimism with https://forum.balancer.fi/t/bip-651-authorize-mimic-smart-vaults-v3-on-optimism/5853
