BIP 103(c) - Mint 1 Million BADGER in Support of eBTC Roadmap

BIP 103(b) passed. It allocated 1 million Badger, ~$4m, from the Treasury to the continuation of the restitution program. This constrains the eBTC roadmap.
If approved, 1 million BADGER will be minted to replenish the Treasury in support of the eBTC roadmap.
If not approved, BIP 103(d) will be sent to snapshot. to allow the Treasury Council to spend more than 10% of uncirculating supply of BADGER.
