Proposal Change newly deployed multisig

Change newly deployed multisig permissions in order to create and re-deploy services with agent safe recovery possibility on Gnosis, Polygon, Optimism, Base, Mode, Arbitrum, Ethereum chains in ServiceRegistry(L2) contracts. Also, zero dev top-up incentives and re-route that part of inflation into staking incentives.
