Increase the maximum allowed staking incentives per contract from 50k to 60k OLAS to support larger staking incentives. Additionally, update the minimum staking weight from 1% to 0.5% to better differentiate voting between smaller and larger incentives. Finally, the open bonding programmes are closed.
