Increase alUSD debt ceiling

A few days ago, alUSD reached its debt cap. To meet the communities demand, we are proposing to raise this cap.
The options are:
- Do nothing
- Increase debt ceiling by 10% (10m alUSD)
- Increase debt ceiling by 15% (15m alUSD)
- Increase debt ceiling by 20% (20m alUSD)
Arguments for raising the debt cap:
- There is demand from the users and community to increase the debt cap
- alUSD is currently on peg, with 1 alUSD = 0.999 DAI
- More deposits increases system revenue
Arguments against raising the debt cap:
- More deposits in the Alchemix Vault would lower the yield boost from the Transmuter
- Extra alUSD supply could affect the peg
