[AIP-60] ALCX Resonate Treasury Deployment

A vote “FOR” authorizes the treasury multisig to deploy 5,000 ALCX to Resonate over 3 weeks, first available when Resonate launches. An additional 15,000 ALCX is authorized should the program succeed, to be distributed at a rate no less than that would cause the effects of the original deployment to be offset at any point.
A vote “AGAINST” does not authorize the treasury multisig to deploy ALCX to Resonate.
