SigProp: POAP for Snapshot Votes

Summary: Use POAP Snapshot Plugin to reward voters with POAP badges. $GHST tokens appearing on more exchanges yield more $GHST holders, this proposal is to entice all $GHST holders to vote with rewards of POAP badges. The Plugin appears simple to implement and would not take long if approved.
The effect is to increase voter participation among non gotchi holders.
The end goal and benefit is a growing community who can learn about upcoming participation opportunities (liquidators).
Risks could include:
- people not caring about the project, voting without reading proposals just to get their badge.
- uninterest in POAP creation by the community, added step to proposals
SigProp POAP can also be made from the PNG image of any gotchi/
