Reserve Backspill for District DAO Economy

Hello frens, this proposal is an alternative to โBurn locked spilloverโ
Problems:
- Unreleased spillover(Backspill) has accumulated to a point where it would be too inflationary to add back into the economy and many are worried that this event would be catastrpohic for our tokenomics.
- Many also feel that the spillover is part of their yield and want some control of it or credit for creating it.
Proposed Solution:
Allocate all backspill to the District DAOs, upon their formation. This is only to be used in municipal auctions(decorating the districts and making them unique) and is not to be released into the general economy, ever.
Benefits:
- The economic effect is the same as burning the spillage.
- People get to do something with the spillage.
- The community will be brought together by community building instead of divided by a one sided result.
To be very clear - Backspill would be set aside until district DAOs are formed, and used only for purchasing municipal installations, directly from Pixelcraft, who would then burn the alchemica.
