PTD-F: Distribution schedule for the RF part of PTD

Poll (the winning option will be used for the core-prop of “A Partial Treasury Distribution”).

Summary:

To recap, the partial treasury distribution would be divided into 3 pools (see the PTD sigprop and previous polls for details).
One of the pools relates to rarity farming, yet there are various opinions on how exactly that should happen.
I’d like to clarify what the majority prefers before we move ahead with the core proposal.

Here are the options:

• Only fill up the RF pool and let future proposals schedule RF
• Distribute the RF part of the partial treasury distribution together with the other 2 pools (i.e., in a timely manner after the conclusion of an eventual PTD AGIP)

In the case of the latter, we would need to define a snapshot time for the RF leaderboard positions. Since there are the same front-run concerns as with the two VP pools, it would have to have happened already.
We could use the timestamp 1762354599 (creation time of the PTD signal proposal), which would be most in the spirit of the signal proposal. However, that might disadvantage people who dress up for the snapshot and then go back to being incognito.
So another option would be to use the past RF snapshot that is closest in time to the creation time of the signal proposal. That would be the first snapshot of Season 12 (block 37694538 on Base).

Hence, the poll options are:

A. Distribute the RF part of PTD via future RF seasons (yet to be proposed)
B. Distribute right away based on the snapshot time of the signal proposal. C. Distribute right away based on the snapshot time of RF Season 12 Round 1.
